Normandy Airports Association: a common strategy for regional connectivity.

In 2016, the Normandy Region initiated a process to bring together the airports of Caen-Carpiquet, Deauville-Normandie, Rouen-Vallée de Seine and Le Havre-Octeville. This initiative aimed to structure a collective approach to air transport at the regional level.

The objective was to make Normandy's airport services more transparent and coherent, while strengthening Normandy's connectivity within France and internationally. By fostering cooperation between airport platforms and the sharing of strategic ideas, this dynamic has laid the foundations for a common strategy to enhance the region's attractiveness and development.

In May 2017, a charter was signed between the Region and the four platform owners:

  • The Joint Syndicate for the Management of Rouen-Vallée de Seine Airport,
  • The Joint Syndicate of Deauville-Normandie Airport,
  • Le Havre Seine Métropole,
  • The Caen la Mer urban community.

Following two studies conducted in 2017 and 2018 (audit of accounts and analysis of the methods of creating a common structure), theAssociation Aéroports de Normandie was created in June 2018.

The organization coordinates the four platforms within a shared strategy, serving the attractiveness and economic development of Normandy. Its actions are structured around three priorities:

  • To promote Normandy's airport services to travellers and airlines,
  • Develop commercial air traffic (scheduled and seasonal flights),

Sharing certain functions between platforms.

Since its founding meeting on June 26, 2018, the association has acted as a lever for:

  • Strengthening institutional cooperation,
  • Supporting tourism development (D-Day beaches, Mont-Saint-Michel, Côte Fleurie…),
  • Boosting the regional economy through improved air accessibility.

The Normandy Airports Association thus embodies a common ambition: to make Normandy an ever more connected region, open to travelers as well as businesses.

Since July 1, 2025, the management of the four Normandy airports, Caen-Carpiquet, Deauville Normandie, Rouen Vallée de Seine and Le Havre-Octeville, has been entrusted to SEALAR (Société d'Exploitation et d'Action Locale pour les Aéroports Régionaux).

This support marks a major turning point for theNormandy Airports Association. Initially created by the Region to coordinate the four airports, the association now benefits from enhanced support in promoting and enhancing the value of Normandy's airport services. This development allows for the consolidation of the shared regional strategy and for raising awareness of the strengths of Normandy's airports among travelers and economic partners.

Thanks to its recognized expertise in regional airport management and its strong local presence, SEALAR supports the sustainable development and modernization of Normandy's infrastructure, serving travelers, businesses, and the region.
